# Game-Based Learning & Texas HB 2 | Times Tables Games

If you work in a Texas K-3 classroom or district office right now, you are almost certainly already hearing about Texas House Bill 2 and the Mathematics Achievement Academies it requires. Here is my short answer before anything else: game-based learning that builds conceptual understanding is exactly the kind of approach HB 2 is pointing educators towards, and the timing matters.

But when I read through what Texas is actually asking of its educators with this bill, I felt like I was reading a description of the problem we built our platform to solve. ## What Texas HB 2 Actually Requires

Texas House Bill 2 mandates that all K-3 educators complete Mathematics Achievement Academies focused on conceptual fluency and problem-solving, with pilot cohorts launching in the 2026-27 school year and full implementation expected by 2030. This is a significant legislative shift, driven by the Texas Education Agency (TEA), and it is not a small administrative tweak. It is a direct instruction to move away from surface-level recall and towards genuine mathematical understanding in the earliest years.

When I looked into this more closely, what stood out was the specific language around "conceptual fluency." This is not just "can a child recite their fours?" It is asking whether a child actually understands what multiplication means, can reason with it, and can apply it to problems they have not seen before. That is a genuinely different standard, and reaching it requires genuinely different teaching tools.

Districts are now actively searching for resources that align with this pedagogical direction. That is the practical reality on the ground right now, ahead of those 2026-27 pilot cohorts.

## Why Rote Drill Falls Short of the HB 2 Standard

Traditional "drill-and-kill" methods, timed tests, flashcard repetition, rapid-fire recall exercises, have always had a ceiling. They can produce children who can recite facts under pressure, but who freeze the moment a problem is presented differently. **The research direction in early maths education has been moving away from pure rote memorisation for years, and HB 2 is essentially codifying that shift into law.**

What we keep hearing, both in the UK and in early conversations as we look at the US market, is that children who struggle with maths anxiety or who have additional learning needs like ADHD or dyslexia are disproportionately harmed by drill-based approaches. The pressure of timed recall tests does not measure conceptual understanding. It often just measures anxiety tolerance. A child can understand multiplication deeply and still perform poorly under that kind of stress.

HB 2's focus on conceptual fluency is, in my view, an acknowledgement of exactly this. The goal has to be understanding, not performance under artificial pressure.

## How Game-Based Learning Fills the Gap

Here is what I am seeing from the early conversations we are having: there is a real appetite, particularly among educators who are already thinking deeply about their K-3 practice, for approaches that make mathematical reasoning social and accessible rather than anxious and isolated. Game-based learning, done properly, does that. It does not remove rigour. It embeds rigour inside engagement.

The Texas Education Service Center regions participating in the 2026-27 pilots are going to be at the front of this change, and the districts that prepare thoughtfully now, rather than scrambling to retrofit existing drill tools, will be in a far stronger position.
