If you're leading inclusion, SEND provision or primary maths at a Dubai private school right now, the message from KHDA is unambiguous: students with additional needs belong in the mainstream classroom, supported well, with their confidence intact. And schools are being held to account for it.
What I've been reading recently on the KHDA Inclusive Education Framework makes it clear that compliance is no longer a box-ticking exercise. Inspectors want to see genuine integration, real interventions, and evidence that SEND students are building skills and belief in themselves alongside their peers. That is a genuinely high bar, and it's one many schools I speak to are still working out how to meet, especially in maths.
This piece is my attempt to break down what that actually requires in a primary maths context, and what I think schools can do practically to get there.
What KHDA Is Actually Asking For
The KHDA Inclusive Education Framework is built on a principle that will feel familiar if you've worked in UK schools: inclusion means participation, not just presence. A student with dyslexia, dyscalculia, ADHD or autism sitting at the back of a maths lesson with a shadow teacher running a parallel activity is not, in KHDA's view, genuinely included.
When I looked into the framework more closely, what stood out to me was the emphasis on building student confidence without creating dependency, and on reducing the need for costly one-to-one interventions over time. Schools are expected to show that they are integrating SEND students into learning activities, not designing separate tracks for them.
In maths specifically, that raises a real practical question: how do you let a child who is struggling with times tables, or who has significant maths anxiety, genuinely participate in the same lesson as their neurotypical peers without that child feeling exposed, embarrassed or left behind?
The Maths Anxiety Problem Nobody Talks About Enough
Maths anxiety is not a SEND label, but it sits at the heart of so many inclusion challenges in primary maths. A child who freezes during a class activity, who refuses to volunteer an answer, or who shuts down the moment a teacher puts something on the board, is not going to show progress that satisfies an inspector, no matter how good the lesson plan looks on paper.
The moment a child associates maths with shame or failure, the intervention required to recover that relationship becomes significantly more complex. What we keep hearing from the schools we speak to, including those outside the UK, is that early fluency gaps compound quickly and the anxiety comes with them.
For Dubai schools under KHDA scrutiny, this matters because anxiety-driven avoidance is often what drives the request for shadow teachers in the first place. If a child can't tolerate participating in group work, you bring in one-to-one support. But that one-to-one support can itself become a marker of difference, which reinforces the very anxiety that created the problem.
Breaking that cycle requires a different kind of activity, one where the child can participate, build fluency, feel genuinely part of the group, and not feel singled out.
Why Multiplayer Practice Changes the Dynamic
Here's what I'm seeing as one of the more promising approaches for mainstream inclusion in maths: structured multiplayer practice, where SEND and neurotypical students play together on the same activity, at different ability levels, without anyone knowing where each player sits on the difficulty curve.

Practical Steps for Inclusion Leads and SENCOs
If you're preparing for a KHDA inspection or reviewing your inclusion provision in maths, here is how I'd think about structuring your approach.
Start with your data. Which students in Years 4 to 6 have identified maths difficulties, and which have unidentified anxiety that is presenting as behaviour or withdrawal? These are not always the same group, and your intervention plan needs to account for both.
Then look at your current maths practice activities through an inclusion lens. When students are practising times tables or fluency skills, are SEND students genuinely participating in the same activity, or are they being quietly given something different to do? KHDA will notice the difference.
Think about how your EdTech tools are being used. A tool that a SEND student uses alone, in a withdrawal space, is a very different evidence point from a tool that brings SEND and neurotypical students into the same activity. The latter is the one that supports your inspection narrative.
Document participation, not just attainment. KHDA's framework puts weight on confidence-building and genuine integration. Notes on a student who previously refused to engage now actively choosing to participate in a maths activity are exactly the kind of evidence that demonstrates your provision is working.
Finally, think carefully about shadow teacher reliance. If the answer to every inclusion challenge is more one-to-one adult support, that is both a resource question and an inspection risk. The framework asks schools to demonstrate that students are being supported to become more independent, not more dependent.
