The short answer: a structured, varied 60-minute math block is completely achievable for Georgia K-5 classrooms this autumn, but only if leaders stop treating it as 60 minutes of teacher-led instruction and start thinking of it as 60 minutes of layered, purposeful learning. That distinction matters enormously right now.

Georgia's H.B. 1030 is one of the more specific and ambitious math mandates to come out of the wave of state-level math policy reforms in early 2026. This phase should feel almost self-running once routines are established.

The next twenty to twenty-five minutes is your conceptual core. This is where the teacher does their most active work: introducing, modelling, questioning, connecting representations. For multiplication and division in grades 3 to 5, this means building the conceptual model before drilling the fact. Children who understand what multiplication means retain their facts better and transfer that understanding to fractions, area and beyond.

The remaining twenty to twenty-five minutes is application and independent practice. This is where structured digital tools, collaborative problem-solving, or tiered tasks allow children to work at their own level while the teacher pulls small groups or addresses specific misconceptions. This phase, done well, is where differentiation actually happens and where teacher bandwidth is most protected.
