This Week in EdTech: New Laws, Regional Data and the Push for Real Maths Fluency

It has been a remarkably busy week if you follow the intersection of education policy and maths fluency. When I sat down to review everything that came across my radar, three distinct threads kept pulling at me: a wave of new legislation on both sides of the Atlantic demanding that schools prove children can actually recall number facts; fresh UK attainment data showing exactly which regions are struggling most with the Multiplication Tables Check; and a growing conversation about whether the way we practise fluency even works. Those threads are connected, and I think reading them together tells a more useful story than treating each one in isolation.

Legislation Is Forcing the Fluency Question

The most significant policy story this week is happening in the United States, but the implications feel very familiar to UK educators.

California's Senate Bill 1067 is now requiring early elementary schools to screen pupils for maths difficulties. What caught my attention when I looked into the EdSource coverage is that the screening specifically flags multiplication fact fluency and times tables recall as a key metric. This is not a vague directive about "number sense". The state is explicitly saying that if a child cannot retrieve basic facts quickly, that is a difficulty worth identifying early and acting on.

Almost simultaneously, Georgia has passed its Math Matters Act (House Bill 1030), which mandates at least 60 minutes of core maths instruction daily for 4th and 5th graders from the 2027-28 school year. The bill explicitly names technology-enabled activities as part of how that time should be filled. I find that detail significant. Legislators are not just saying "do more maths"; they are saying "use the right tools to do it".

New York is advancing what commentators are calling a "back to basics" reform, requiring districts to report their K-5 instructional materials and confirm alignment with foundational skills. And Pennsylvania has introduced legislation that explicitly calls out gamified maths programmes and school-wide maths tournaments as proven methods for building computational automaticity.

Over 22 US states now have some form of evidence-based maths reform policy in place. What I am seeing across all of these is a clear political direction: foundational fluency is no longer optional, and schools are being asked to show their working.

For UK teachers and parents reading this, the pattern will feel familiar. The statutory Multiplication Tables Check already places England ahead of most countries in terms of accountability for times tables fluency. The US is, in many ways, catching up to a conversation England started years ago.

The UK MTC Data Deserves a Closer Look

Fresh government data released this week gives us a clearer picture of where Year 4 pupils in England are landing on the MTC, and some of it is sobering.

The 2025 figures from Explore Education Statistics show that the South East and East of England are the lowest-performing regions, with an average score of around 20.7 out of 25. The Isle of Wight and Halton appear at the very bottom of local authority rankings. London continues to score highest, around 21.5. That gap between regions is not enormous in absolute terms, but it represents a meaningful difference in the proportion of children reaching 25 out of 25, which is where schools most want to be.

The 6-second time limit is still the central challenge. The MTC is not a test of whether a child knows their tables in a general sense. It is a test of whether they can retrieve an answer in under six seconds without counting on their fingers or running a mental calculation. Plenty of children know that 7 times 8 is 56 if you give them a moment to work it out. The check requires something different: genuine automaticity.

With the 2026-27 academic year now underway, Year 4 classes are effectively starting their MTC preparation window right now. September and October matter enormously because consistent daily practice across the year produces far better results than a cramming push in May. Schools in the South West and South East in particular have a clear data-backed reason to act early this year.

The EdTech Budget Squeeze and the Workload Problem

Here is a tension that any maths lead or school leader will recognise immediately. Schools are being told to do more, assess more and prove more, while 44% of district administrators in the US (and plenty of headteachers in the UK) report that budget pressures are forcing them to cut supplemental tools and protect only what is genuinely core.

At the same time, the UK government is pushing ahead with its TechFirst programme, injecting funding into digital skills and AI tools with an explicit focus on reducing teacher workload. Parliament has also launched a formal inquiry into the role of AI and EdTech in education, with submissions due in April 2026. The message from policy makers is that technology should be solving real teacher problems, not creating new ones.

What I keep coming back to is the distinction between a supplemental EdTech tool and a core instructional one. If a piece of software requires significant teacher setup, manual marking or regular data entry, it adds to workload rather than reducing it. The tools that will survive budget scrutiny are the ones that run largely independently, surface useful data automatically and give teachers back time rather than asking for more of it.

The UK EdTech inquiry is worth watching closely. It is a chance for the sector to make a genuine case for specialist tools that produce measurable results, rather than broad AI platforms that promise everything and deliver something harder to pin down.

Fluency Without Fear Is Not the Opposite of Speed

One more thread I want to flag, because I think it sometimes causes unnecessary confusion for parents and teachers alike. There is a growing movement in the US, particularly visible in the YouCubed community and in curriculum debates around Common Core, that advocates for "fluency without fear". The argument is that timed drills cause maths anxiety and that deep number sense matters more than speed.

I have some sympathy with the anxiety point. Sitting a nervous nine-year-old in front of a test with a countdown timer is not inherently motivating. But the solution to that is not to abandon fluency goals. It is to build recall in a way that is incremental, positive and confidence-led, so that the speed comes naturally rather than feeling like a threat.

Pennsylvania's legislation is interesting precisely because it points to gamification as the bridge. A child competing in a maths tournament is practising the same rapid recall as a timed drill, but the emotional register is completely different. The goal is the same; the experience is not.

This is a conversation worth having with parents too. The MTC is coming whether families feel ready for it or not. The kindest preparation is one that builds genuine confidence through repeated success, not one that either ignores the time pressure or amplifies it into something frightening.
