Here is the honest truth that a lot of maths intervention planning skips over: if a Year 8 or 8th-grade student cannot retrieve basic multiplication facts automatically, no amount of Tier 2 intervention on decimals, fractions or graphing is going to stick. That is not a criticism of teachers or even of intervention programmes. It is a structural problem baked into how we design support, and it is one I keep coming back to as I research what actually moves the needle for struggling older students.

What the Latest MTSS Research Is Actually Saying

What caught my attention recently was a thread of thinking coming out of Instruction Partners and broader 2026 MTSS research: there is a significant and growing disconnect between Tier 1 core instruction and Tier 2 intervention in middle schools. Specifically, many 8th graders are being placed into intervention programmes targeting advanced concepts, when the real block sits much further back in their mathematical development.

The missing link, overwhelmingly, is foundational multiplication automaticity.

When I looked into this more carefully, the picture becomes very clear. A student who has to stop mid-problem to work out 7 x 8 is spending precious working memory on a fact that should be instant. When that cognitive load is eaten up by basic recall, there is simply no space left to process what a decimal actually represents, or to follow the logic of a two-step equation. The higher-order concept never gets a fair hearing, because the foundation underneath it is not solid.

This is not a new idea in theory, but in practice, middle school MTSS frameworks have been slow to act on it. Tier 2 resources tend to target the surface-level struggle ("they can't do decimals") rather than the root cause ("they never consolidated times tables"). The result is intervention that looks busy and purposeful but does not produce lasting gains.

Why Older Students Get Left Behind

There is an uncomfortable dynamic at play here that I think deserves more honesty. By the time a student reaches middle school, asking them to go back and practise multiplication can feel humiliating. Most existing tools for times tables practice were built for eight-year-olds. The aesthetics are childish. The failure states are loud and visible. The whole experience signals to a thirteen-year-old: you are behind, and everyone can see it.

So schools face a real dilemma. The student needs foundational fluency work. But the available tools make that work feel like a punishment or a public admission of failure. Many educators I speak to describe quietly pulling students out of class for intervention, then watching the student disengage entirely because the resource feels beneath them. The stigma of the tool becomes its own barrier.

This is exactly what the research on respectful intervention has been circling. Dignity matters. For older students, feeling respected inside a learning experience is not a nice-to-have, it is a prerequisite for actual engagement.

Connecting Foundational Fluency to Algebraic Thinking

Let me be direct about the maths here. Algebra, graphing, working with fractions and decimals, understanding ratios: all of these depend on multiplication relationships being internalised. Not just known, but automatic. When a student has to laboriously reconstruct 6 x 9 each time it appears, they are not developing algebraic thinking. They are just surviving the arithmetic.

They are trying to deliver Tier 1 instruction on genuinely complex content, while a portion of their class is still cognitively bottlenecked at a much earlier stage. If I were advising a middle school intervention coordinator right now, here is what I would be thinking about:

  1. Start by diagnosing which specific facts are missing, not just flagging that a student "struggles with multiplication". Targeted gaps are faster to close than general weakness.
  1. Choose tools that are explicitly designed for older learners or are genuinely neutral in age-presentation. The visual language of the resource sends a message to the student before a single question is answered.
  1. Prioritise understanding the relationship between facts over pure rote repetition. A student who understands why 6 x 7 is 42, through arrays, grouping or skip-counting logic, will retain it differently than one who has simply chanted it.
  1. Protect the student's sense of progress. Celebrate incremental gains. The psychological dimension of intervention for older students is not separate from the academic work, it is part of it.
